The Tourism Development Program was established in 1999 to provide financial support for festivals, events and attractions that, through continued growth, can increasingly attract visitors from out side the local market and have substantial potential to generate overnight stays in area hotels.
The Tourism Development Program has three separate funds:
Festival and Event Fund - Applications available in April and due in July.
Attraction Development Fund - Applications may be submitted at any time but must be received at least 120 days prior to the project start date.
Sports Development Fund (new in 2006) - Applications may be submitted at any time but must be received at least 120 days prior to the event.

The City of Columbia's fiscal year begins October 1. The next Festival and Events funding process begins in April 2007 for events and festivals occurring after October 1, 2007 but before September 30, 2008.
